For decades the answer was: it cuts it. A pension from work not covered by US Social
Security — an Indian government pension, a foreign employer scheme — reduced the American retirement
benefit of somebody who had also worked here. Both provisions that did that have ended.
The folklore has outlived the law by more than a year, and people are still deciding things on it.
Where you stand
The rulebook, verified
The Act ends the Windfall Elimination Provision and the Government Pension Offset verified
The Social Security Administration states that THE ACT ENDS THE WINDFALL ELIMINATION PROVISION (WEP) AND GOVERNMENT PENSION OFFSET (GPO), and that the Act WAS SIGNED INTO LAW ON JANUARY 5, 2025. Both provisions are gone, not narrowed and not phased down. Somebody who was told years ago that a foreign pension would cut their US benefit was told something that was true then and is not true now.

It reaches back — December 2023 was the last month either applied verified
The Administration states that DECEMBER 2023 IS THE LAST MONTH THAT WEP AND GPO WILL APPLY, and that THOSE RULES NO LONGER APPLY TO BENEFITS PAYABLE FOR JANUARY 2024 AND LATER. The repeal is not merely forward-looking from the signing date: it reaches back over a period during which reduced benefits were being paid. Anybody whose benefit was reduced under either provision in that window is in a different position from somebody who simply stops being affected going forward.

This is a different problem from having too few US quarters verified
Two separate things get confused here, and they point in opposite directions. This provision was about a benefit being REDUCED because of a foreign pension, and it affected people who had earned a US benefit. The other problem — having too few quarters of US coverage to qualify at all — is untouched by any of this, because there is no agreement between the United States and India that would let years of Indian service be counted toward the American threshold. The repeal helps somebody who qualifies; it does nothing for somebody who does not.

What your benefit is remains the Administration's computation, not this page's verified
Nothing here says what anybody's benefit is, was, or will become. That depends on a whole earnings record, on when a person claims, and on rules this page does not carry — and it is the Administration that computes it. What this page establishes is which RULES apply to that computation, which is the part that changed. Anybody who was affected should be working from their own statement and the Administration's own figures, not from an estimate.

No amount appears on this page. What anybody's benefit is depends on a whole
earnings record and on when they claim, the Administration computes it, and no page should estimate
it — the natural question after “the reduction ended” is “by how much”, and the honest answer is that
it comes from your own statement rather than from here. The procedure for any adjustment covering the
period the repeal reaches back over is also not described: that is agency process, it was not read at
source when this page was verified, and it is being implemented as this is written. The
other foreign-pension problem — not having enough US quarters to qualify at all — is
untouched by any of this and is at The Contributions That Do Not Follow
You Home.
