Nova Credit's Credit Passport is a consumer-permissioned product: with your authorization, it pulls your credit history from a supported source country and translates it into a format standardized to what US (and some UK/Canada) underwriters expect, so a lender can make a decision using it the way it would a domestic report. India is named among Nova Credit's supported source countries. This does not create a US credit score by itself — it hands a specific lender your foreign history in a form that lender's own underwriting can read, for that one application.

American Express has used Credit Passport since 2019, explicitly including applicants from India verified

American Express integrated Nova Credit's Credit Passport in 2019, and Fintech Times reporting on the launch names newcomers from Australia, Canada, India, Mexico and the United Kingdom as able to have their international credit history read for an Amex application decision through it. This is Amex's own application process for its own products — it does not mean every Amex card or every applicant is covered, and it is not a guarantee of approval.

The report moves only when you authorize it for a specific application — it is not a background check a lender can run without you verified

Credit Passport is described consistently across every source this session found as consumer-permissioned: your foreign credit history is pulled only when you apply with a participating lender and authorize that lender to request it, for that application. It is not a standing service that keeps a US file updated on your behalf, and using it with one partner does not automatically make your history visible to a different lender you have not applied to.
