The Card and the Passport It Names

Re-issue of an OCI card on the issue of a new passport is not one requirement applied to everybody. For a cardholder aged twenty or under, the card must be re-issued each time a new passport is issued, described in the guidance as without exception. Between twenty-one and fifty, re-issue is not required on a new passport. After turning fifty, the card must be re-issued once following the issue of a new passport — a one-time requirement rather than a recurring one. So the answer to 'do I need to do anything' depends entirely on which band the holder is in at the time, and a family with a child, a working-age adult and a grandparent on the same trip may have three different answers between them.

The widely repeated summary of the change is that holders between twenty-one and fifty no longer have to get the card re-issued when they renew a passport. That is correct and it is not the whole obligation: guidance describes a continuing requirement to upload a copy of the new passport together with a current photograph to the OCI portal. The distinction matters because the two halves travel separately in conversation — the relief is memorable and the residual duty is not, so a large number of holders in this band believe they have nothing outstanding when a portal record still shows a passport they stopped using years ago.

Where a cardholder has not had the card re-issued, guidance describes travel as permitted on the strength of the existing OCI card bearing the old passport number, subject to a condition: the holder carries, along with the new passport, the OLD passport that is named on the card. This is the single most practical thing on this page. An expired passport that the card refers to is functionally part of the travel document set, and old passports are exactly what people surrender at renewal, lose in a move, or throw away as clutter. Nothing about holding a valid card signals that a dead document still matters, and the point at which the gap is discovered is the check-in desk, which is the worst possible place and time to discover it.

Coverage of these requirements notes that the framework exists to prevent travel problems and anticipates stricter checking at airports over time. That is an expectation rather than a rule, and this page does not predict it: what a specific carrier's staff will ask for on a specific day is not something anybody can tell you in advance, and the fact that a previous journey passed without the documents being asked for establishes nothing about the next one. The only sound posture is to carry what the rule contemplates and be indifferent to whether it is checked. Compliance costs an old passport in the bag; the alternative costs a flight.

The upkeep rules above can create an impression that the card is a form of nationality being maintained. It is not, and the distinction matters in the opposite direction from the one people usually worry about: India permits no dual citizenship, Indian citizenship terminates automatically on acquiring another, and the foreign passport is conclusive proof that it happened. This site treats that as its own rulebook and this page does not restate it. What is worth carrying between the two is that the card's condition and a person's citizenship are separate questions with separate consequences, and that keeping one in order says nothing about the other.

Set against bands, uploads and conditions, the practical position reduces to three questions somebody can answer today. Which band is each cardholder in — twenty or under, twenty-one to fifty, or past fifty with a new passport since. Does the passport named on the card still physically exist and is it findable. And, for anyone in the middle band, has the new passport and a current photograph actually been uploaded, as distinct from having read that re-issue is no longer required. None of the three needs a lawyer or a fee, all three can be done from a drawer and a browser, and all three are considerably cheaper now than at an airport.

Requirements in this area are revised, the published guidance of different missions differs in detail and emphasis, and nothing here was read from a primary source. This page describes the shape of the rule so a holder knows what to check and which question to ask; it is not a substitute for the current guidance of the mission that actually has jurisdiction, and it reproduces no application procedure, fee or form. Where a trip is imminent and the position is unclear, the mission and the airline are both worth asking before the day rather than at it.
